Donald C. Fisher, Ph.D, (right) is currently the Executive Director of MSQPC - The Quality Center (Mid-South Quality/Productivity Center), a partnership between the Memphis Regional Chamber and the Southwest Tennessee Community College in Memphis.

He developed PATS based on more than seven years of data he collected from benchmarking and assessing best practices in organizations throughout the world and based on his own on-the-job experience with global, world-class organizations.

Dr. Fisher is a multi-year veteran of the Board of Examiners for the prestigious Malcolm Baldrige National Quality Award and has judged quality performance based on the Baldrige criteria for more than 100 leading organizations worldwide. He has traveled throughout the world in helping organizations with awards similar to the Baldrige Award.

He is the author and co-author of a number of books. Among these are The Simplified Baldrige Award Organization Assessment, Demystifying Baldrige, Measuring Up to the Baldrige, Baldrige on Campus, and The Baldrige Workbook for Healthcare. In addition, he serves on numerous quality boards throughout the United States.

Dr. Fisher's twenty years of management development experience includes consulting on corporate training and productivity improvement programs for several of the world's largest corporations. His experience and his understanding of the comtemporary workplace and its workers add special insight to the PATS on-the-job training program.

Dr. Fisher was appointed to serve on the Editorial Advisory Board of the Quality Observer International News Magazine and he serves on the Board of Judges of the International Who's Who in Quality.

He is also a member of the Board of Directors and one of six judges for the Tennessee Quality Award, a member of the Advisory Board and the Panel of Judges for the Commonwealth of Kentucky Quality Award, and serves as a Judge for the Greater Memphis Award for Quality.

In addition to these appointments, he has served on both the President's Quality Award Program panel of judges in Washington and was selected as one of eight senior judges for the U. S. Air Force Quality Award. He is a consultant to the National Association of College and University Business Officers (NACUBO). He is also involved in a National Project on developing their Baldrige based Management Achievement Award (MAA) for American colleges and universities.
